Long delay between turning key and fuel pump prime?

It takes about 10 seconds for pump to prime when you turn key on. Any ideas?

When the key is turned to the run position the EEC relay should close. This provides power to the EEC and the coil of the fuel pump relay. As soon as the EEC gets power it should provide a ground to the other side of the fuel pump relay coil for about 3 seconds. If it takes 10 seconds after turning the key to run before the fuel pump starts to operate, my guess is that the EEC relay is slow to close. To check for this problem, unplug the fuel pump relay. Put a voltmeter on the R/BK wire. Turn the key to run. Power should appear on the R/BK wire as soon as the key is turned. A slow to operate relay could be caused by having low battery voltage or a defective relay.

The EEC relay is about 12"-15" from the computer. On an '89 harness it has 4 pins with 6 wires total. 1 R/LG (power into the coil from the ignition switch), 1 BK/LG (coil ground), 2 BK/O (power in from fusable link and power to pin #1 of the computer), 1 O/BK (power out, to the fuel pump relay and a lot of other things), 1 R (power out, to pin #37 of the computer).
