small block will spin 8K all day if properly assembled, but old school training teaches us that there "is no excuse for cubic inches"

Big block won't go much past 5800-6000 and only for short bursts, but will pull stumps out of the ground.

Build what will suit your needs.
If you want to spend all day on a road course, build for high RPM capabilities. Torque doesn't need to be there all the time.
If you want to launch hard and smoke the tires all the way to the finish line at the drags, build a torque motor.

Smaller displacements need lower gears in the rear to get the car moving, large displacements will pull 3.00 or 3.25's easily.
