I have a Flaming River manual rack, 255/17 in the front with FFR LCA's. The rack had no stops in it, and it took a full 1 inch spacer to stop it from hitting the F panel. Does this seem odd?

That's exactly what I did.

Mine ended up at 1.30" with the FFR supplied UNISTEER manual rack. This is with the FFR lower control arms and 245/45ZR17 Nitto's on 17x9 Cobra R wheels.

I have the same problem (and setup). Can you post a picture of how you did it?

I made sure my rack was centered, then set my outer tie-rods, so the rack stops are the same size on mine.

Here are the rack stops -

Here is where they go -

I made mine from a piece of plastic pipe from Lowes. Pipe needs to have an inner diameter of 1" and should be the heaviest wall you can get.

Hope that helps!

+1 on the photos. Does every manual rack need some sort of spacer? I've got a manual 15:1 unisteer rack, but haven't started installing it yet.
