I'm not sure the final verdict is out, but I would plan on having to pass emissions myself (I am until someone tells me otherwise). Just build a EFI 302, leave the AIR pump intact and get a pair of cats to put on for the inspection. If you need power, build up the stock 302, supercharge it, etc. You could still pass.

As for wipers, yes you need them, and reverse lights too. Not sure if I left anything out.

Titled as 2001. I just passed my second annual MA inspection (different station each time). No third brake light, no backup light, no emmisions test. I'll see what happens next year.

You can get wipers with the kit, I'd pass and get them aftermarket, they're cheaper. I think a lot of people have gotten them from West Marine.

In terms of a backup light, I had the plugs left in the harness so I could make one thats easily hooked up if I need it for inspection.

Looks like we'll have to see about emissions.

Clear FinishLine lights look pretty good.
(Lights-488C) Mine are mounted below and inboard of the tail lights (at ~ 45 degrees from the lower light) (this ends up in the trunk)

Or you could search for the other posts where people used lights integrated into the license lights.
