If you're getting a citation for this, the cop is either a d*ck or pulling you over for something else stupid that you did. I can't imagine getting pulled over for a notched out plate.

It would just be another check mark on the ticket for excessive noise.

Don’t stress over what the “authorities” will allow. Do what you want. it isn’t hurting anything to notch the plate. I’ve been driving that way for years.

I must live in a different version of reality. My only interactions with cops has been them offering to trade their police car for mine, thumbs up and them dropping their radar gun to pick up their phone so they could record me going by. The only comment on "noise" has been a statement of "that sounds awesome!" and that was from a MA State Trooper.. I don't have a front plate and I doubt they've ever noticed as they were too busy asking questions about the engine size.
