I'm using a Jaz plastic cell which has a sump with two AN fittings. 1 fitting is being used as a supply, with the other plugged since I'm using a carb. One of the fittings is leaking where it mates to the tank wall. There is a nylon washer there. I can't seem to tighten it. Is it possible that this is a bulkhead type fitting and I'll need to drop the tank to get at the backup nut?

Sorry to say that is correct! It is nutted on the inside. You can reach it from the fill if you are using the stock fill position like mine.[in the trunk]
