Idle at ~1800rpm when started, then after 6-8 seconds drops to a good 900rpm, same at traffic stops; idles high, then drops. Had it e-tuned; car runs better, but the issue seems to be a vacuum leak? How do I tackle this?

It does seem to be a vacuum leak. First is to find it. Spraying brake clean or carb clean around areas of the intake will go a long way at helping find the general area, then you can look harder to pinpoint it.

Checked for vac leaks with both propane and starter fluid. Only increase in engine rpm was when I sprayed directly into the air filter.
