I've never swapped a cam before and am not sure what I'm in for. Do you have to take off the harmonic balancer or can I just undo the timing chain cover and rotate it out of the way?

If it has to come off, what do I use to remove the harmonic balancer with?

I'll assume that you have a complete motor assembled. First take everything off from the front of engine (strip it down to the timing cover). Pull the intake, valve covers, loosen rocker arms to remove pushrods, remove the Harmonic balancer ( Autozone loans a tool for this ), remove timing cover, remove the lifter hold-down, spiders and lifters. Rotate engine so the dots on the timing gears match up (this is TDC), which will help in putting in the new cam. Remove timing gears and replace unless this is a new engine. Remove cam very carefully so you don't mark up the cam bearings. Lube the new cam and insert very carefully. Then start assembling back together. Hope this helps. didn't you just buy th eheads and f303 cam from me?
