Are there specific requirements for brightness, location, size for backup tail lamps. I'll need one (or two?) to pass state roadworthiness?

I'vee been toying with the idea of using the small, superbrite white LED's (license plate bolt replacements) that the ricers use and integrate one into each quick jack between the two bolt holes. The chrome quick jack would probably reflect some of the light making it more pronounced. The size of these single LED's would hardly be noticeable when viewed from the rear.

Whaddya think?

You might try some of the Harley Davidson products. They make some nice aftermarket lights. Pretty expensive, but nice looking. Here is a popular site. Headwinds

Used mine just for inspection.. made a single mount out of alum plate attached to lower quick hack bolt on drivers side. Then attached a cheap $20 mini driving light to it. very bright and easy and looks good.. maybe I will keep it there..?? A start to covering that big ugly fuel cell hanging down!
