I had a chevy votec that did a very similar thing. I removed the the air intake and looked closely at the throttle butterfly as I moved it manually. It had a slight catch. I polished it a bit and it worked fine. I can't tell you the number of times I crawled under the dash, messed with the pedal and cable and it was just a little adjusting of the throttle body to fix it.
