The bbk throttle body is known to whistle. I think it's worst right off idle.
You can take it off and use a file or dremel to try to radius the sharp edge off the hole that goes to the idle valve. It will help reduce it. I did that on the one I had. It didn't remove the sound totally...but it did make it a whole lot better.
I second the throttle cable...but check the throttle blade and make sure it's not gummed up on the edges. Maybe it's dirty and sticking when it closes.
