On a whim, I used the "Contact Us" at 3M and asked them which adhesive they thought would be best for attaching vinyl w/foam to an aluminum dashboard.

"Thank you for contacting 3M Automotive Aftermarket Division.
I would suggest trying 3M(TM) Super Trim Adhesive, part number 08090 for a
19 oz aerosol can. Do not use 3M(TM) Super 77 Spray Adhesive as this
product does not have sufficient temperature resistance for use inside a
hot car in the summer.
You mentioned that the vinyl is backed with foam. Without knowing what
kind of foam it is, I would suggest testing the product on the foam in a
small area to make sure the solvents in the adhesive do not break down the
foam. 3M(TM) Super Trim Adhesive is fine for most kinds of urethane foam
(this is most likely what you have) but will dissolve Styrofoam on contact.
