I'm here because my dad was given a 351 windsor and we need to put it in something, so that brings me here.
I haven't looked around too much but I have some basic questions. Probably will sound dumb and noob, so sorry in advanced.
..what is the difficulty level of building an mk4 complete package?
i have tools, a mig welder, tandem garage, I have work on some of my cars tr6, wrx, and many more. Mostly suspension upgrades except for the tr6, I hAd that in pieces before I gave up, but it needed a lot of work. I have done many years of autocross and a track day with my Exige S.
..how much body work is needed?
..is everything just bolt on for the most part. Or will I have to fab some stuff?
Welcome to the forum! I can't help with the emissions in California but as far as building goes I can offer my insight. I haven't done much with cars for years but am building my second FFR now.
It takes some common sense and mechanical ability but from your experience listed you should have no problem.
The bodies on the Mk4's are better than the Mk3's but I haven't started my body work yet so I cannot answer how much but there are plenty of people here who can.
literally thousands of beginners have build their cars. that's the whole point of Factory Five Racing. The MK4 kit is by far the easiest and most complete. i was a beginner, see my graduation pictures.
bodywork is best left to a professional, Jeff Miller is the #1 go-to guy in Southern California and surrounding area. He did mine, graduation pictures below. J.MILLER CUSTOMS
the MK4 is plug-and-chug, but there is light fabrication: grinding, getting stuff to fit. you don't need to "make anything" unless you want to add something.
you will also find yourself doing "must have" mods along the way.
for emissions, read up on the SB-100 bill. the economy is slow now, so there are plenty of numbers left at the DMV for you. (500 certificates per year.) it's a step-by-step inspection process, we all get through it.
the SoCal group is the largest, best, and most helpful group internationally. (of couse, i'm biased!)

As others have said, if you have any wrench time these cars are a fairly easy build. I found the clean up the most difficult part, Oh, and deciding on mods.
If you build the car per the manual you don't need to do any fab work but... many make mods to their liking.

Going the donor route is usually the least expensive way to get into one of these cars. the donor will include everything you'll need and you can replace worn parts as you reassemble. Plus, you will learn a lot if you do the teardown.
Just do it.
