My car has been off the road since 2009 and now i am finally putting it back together.
The engine is out of an 89 mustang gt with the original ecu and harness. I rewired the ignition and the dash, and I connected all the connections as before, hot to the fuel pump, hot to the eec power relay hot in run to the oxygen sensors, hot in run or start to the ignition coil and TFI module as well as the starting system connection to the TFI.
I have a spark. The engine is timed correctly.
I have 40 pounds of fuel pressure.
The engine will not start because it appear that the injectors are not being activated. I pulled one of the plugs and there is no trace of fuel.
I know that I am missing something very simple, but for the life of me I cant see it not.
Any help would be appreciated

Did you check the harness for power at the injectors? If they had fuel in them when the engine sat up for a long time they could be varnished up and not working because of it. Just a thought.

A Noid light will tell you if the injectors are being fired by the ECU.

I'd vote for plugged injectors also. Had this happen on a couple of occasions when engines sat for long periods. Just pop them out and spray carb cleaner into them the best you can. I would also test each one with 12v from a battery to hear the "click" of them opening. You can even do that while they are still installed. Also double check the power from the ECU as Bob said.
Power issues are all ok, right out to the injectors. I tested all the ecu power.
I also put power on one of the injectors and heard no click.
So the conclusion is coming down to stuck injectors. I am going to get the noid light and go from there. They have them at autozone. I could make one, but autozone is two miles away.

I got the noid light and tested.. Injector signals are good. So its off with the KenneBelle Blower to deal with the injectors.
The universal failure is pretty interesting. They are stuck. This is also proven out by no clicking on power application.

I spent a long time checking circuitry. I never imagined that the injectors could be stuck. When I got the engine from the donor, the original injectors worked just fine and the car had been sitting for years. These are new 30 lb injectors with 10000 miles on them. That they would be like this was pretty far from my imagination. They were on the engine for 6 months off the engine for probably a year in a plastic bag, and then back on the engine, dry for about a year. Interesting.

BTW. I had no idea what a noid light was until today. I had to google it. Just goes to show this is the only fuel injection engine I have ever worked on.

I had a set do that once! I was able to unstick them all.
I poked some holes in a cardboard box so I could prop them upright and squirted some penetrating oil in the top of them and let them sit for a few hours. With a couple of jumper wires and a 12V battery, I test fired each one. Some of them clicked right away. Others, I had to gently tap the pintle end on the bench a few times (on the plastic tip) to free them up, then they clicked too.
If you expect to get long lasting and consistant performance from those injectors, they need to be rebuilt. Clean them up, replace the seals and filters, etc. It's not very expensive, and even by mail order you can get them done in a few days.
I FedEx'ed them out on Tuesday, had them back by UPS on Friday. Cleaned, rebuilt, new filters and discs, new O-rings and seals, ready to install. Cost was about $160'ish, including overnight shipping costs.

I decided I was not going to mess with the old injectors or rebuild them. Not knowing exactly what went on inside them was enough to send them to the dustbin for infiinite storage until later. I bought new injectors.
I bought new injectors from summit racing, put them in and the car fired up after about 1/3 of a revolution.
