NJ Title Question

I submitted my "build binder" to NJ DMV Last week. I called today just to make sure it arrived (it did). I then said to the woman on the phone "So whats the next step? After you guys feel that the build looks good do you calculate the tax and send me a bill?" (that what jonw had told me but I was just confirming) and she said "whoa...wait a minute...you didn't pay your tax??? This is an incomplete submission....we might have to send you back your binder so you can calculate your own tax and send it back in correct"

I then said "Well I have copies of everything. I can calculate it at home without the binder and send it in asap. Can I send it to your attention so it gets into the file?"

Then she said "well, maybe don't do anything. We'll contact you after we review the file"

So....Question is...how did it go down for you other NJ folks???? Should I have sent it in with the file or was I supposed to wait???? Even though she said "wait for us to contact you" should I just send it in as an addendum item???

Step 1: Call Trenton Special titles division and ask for the "kit car" package
Step 2: Build car (document everything)
Step 3: Call and make an appointment to get the car enhanced inspected
Step 4: Take all paperwork down to inspection appointment and get signed off on.
Step 5: Submit signed off paperwork to Trenton along with a check for the taxes and associated fees due.

Step 6: (optional), take all paperwork to the Special Titles division on State Street in Trenton, pay your taxes on the spot, and receive your plates (provided you have proof of insurance with you)......


It really is that simple, perhaps you should offer to drive down to the state street location and take care of everything in person. Might speed things up for you.

Bill, thanks for taking the time to respond. Unfortunately, I have to differ with your "timeline" Maybe things have changed, and I know you are considered the local expert on NJ DMV.

The Kit car packet specifically says you have to first build the car and then submit the registration and title forms to them along with all of your receipts and a letter describing how you built the car. They say you will need to pay tax on anything not already taxed. They didn't say to pay it with the packet submission, so I assumed they would send me a bill after figuring it out.

its only AFTER you get your title, or at least after you get the go ahead from the title department at DMV can you call the inspection station to schedule an inspection. They won't even let you schedule an inspection until you get the OK from Trenton.

After inspection you have to go BACK to trenton (or they can send it to you) and get your registration and then you can go pick up your plates. after getting the plates, you have to go to an Emissions station to get your emissions done (and you get a letter from DMV stating that you have a 19XX engine so they will only expect certain items on the emissions based upon your year). As I have a 1968 block I only need a PCV valve, for example.

That is my understanding of the current way you do it in NJ.

My question was really about whether or not I should just send them a check to head them off at the pass, or wait for them to contact me with a number. The woman waffled back and forth as to what I should do.

You cannot get your title from the NJ MVS until you pass the enhanced inspection.

Tax gets paid at time of packet submission after you pass the enhanced inspection.

Those two items and timelines have not changed as of last week.

PS: yes, you must build the car first, then call for an appointment date for inspection...The rest falls into the timeline as written above.

All of my customers in the last 2 years have paid the tax with the initial application. That has been "the process" as of late. Trenton is the gateway of approval before any inspection dates are realized. It is also wise to call them as you did about 1 - 2 weeks after they should have received it to verify if anything else is needed... like the photo/etching of the transmission serial number that is not listed on the application but required.

I called again to see if someone else there had an opinion on whether or not I should send in the tax NOW to add to my file while they are reviewing it and I learned a few things

1) Even though it was 11 days after they had recieved it, they still had not even started looking at it...their "mandate" is to look at each file within "7-10 business days" and since mine had only been there for 6 business days, they had a bit of a chuckle that I was even calling to see where things were at. They suggested that they would be starting to look at it NEXT week and I could call for an update then. Gotta love the government.

2)The woman said I COULD send in the tax as an afterthought, but she was concerned that if I calculated differently than them, it would trigger an "incomplete" on the file and they would have to send me a letter to fix the issue. She wasn't sure how this is going to be any different then the "incomplete" I am going to get because I sent NO tax in, but she somehow thought it would be better to wait.

3)The woman said (believe it or not) that as long as everything ELSE is in order, the non-payment of the tax would NOT hold up my ability to schedule my inspection. She said they regularly release files to the inspection stations with tax irregularities, because they know that we have to pay it before we actually get our tags anyway. So she assured me that this issue would not prevent me from getting my inspection.

4)finally, and this is for MrMustang and anyone who followed his posts above and is curious about the process in NJ as the process currently differs somewhat from what was outlined in his post.

AS OF THE TIME OF THIS WRITING (6/23/2012) YOU CAN NOT GET AN INSPECTION IN NJ WITHOUT THE PAPERWORK FIRST GOING TO TRENTON. I HAVE VERIFIED THIS TEN TIMES TILL SUNDAY WITH TWO PEOPLE IN TRENTON AND ONE AT THE ASBURY PARK INSPECTION STATION. THE INSPECTION STATION WILL NOT SCHEDULE YOU UNTIL THEY GET SIGNED-OFF PAPERWORK FROM TRENTON WHICH INCLUDES YOUR BUILD "BINDER" THAT YOU SENT IN FOR THEM TO REVIEW. THE FIRST STEP IS INDEED TO GET THINGS SORTED OUT IN TRENTON WITH YOUR INSPECTION AS THE SECOND STEP.


I'll post more as I go through this process since it seems to be a source of confusion and may have changed a bit as of late.
