HELP - Windshield Wipers needed in PA

I'm looking at purchasing a car without wipers. Are wipers required in Pa?

One inspection station said if i can get this Cobra title as a specically vehicle no wipers are needed.

This is my first Cobra and the one i'm interested in purchaseing does not have wipers or defrosters. Are there kits available to add wipers and defrost system? If so where would i source them?

All Cobras (unfinished) are titled as "SP Const" in PA, in which case wipers are required to pass the enhanced inspection process.

Now, if the car is already titled in another state, you have a 50/50 chance of PA taking the title at "face value"..... In which case you can sometimes get a "vintage" title through the system.

So, are you buying a car already titled in another state, and if so, how exactly does the current title read.
