Two Swedes dropped 1000 teddy bears adorned with free-speech and pro-democracy slogans over Belarus' capital Minsk. Bears and other stuffed toys have been associated with the opposition there for several years. The government ignored it until it became an internet sensation then fired the heads of the air force and the boarder service and publicly reprimanded the minister of defense and deputy minister.
They expected to be forced to the ground and had arranged a getaway car but managed to get in and out ignoring calls from Belarus air traffic control.
It was very dangerous. In 1995, two Americans competing in a European ballooning race were murdered by the pilot of a Belarus air force helicopter gunship despite the tournament having permits from Belarus and all other surrounding countries.
In addition to the government officials, a man who unknowingly rented an apartment to the getaway driver and a student who blogged about witnessing the drop have been arrested.
