Traditionally the umpire can do whatever he wants. Technically, I don't think this rises to a Rule 4.06(a) "incite, by word or sign a demonstration by spectators" violation. Personally, I think the ump takes himself a little too seriously.

PS. In the 80s, the announcer got kicked from a major league game for innocently reading a sponsor's message during a lul in the game for a disputed call. The next sponsor on the script happened to be an eyeglass company.

They can discipline any stadium employee for a rule violation, but I don't think there was one here.
The league will back the ump without question.

I was at a Fresno Grizzles game last season and the organist played the same song. After the 7th inning stretch, he came back onto the field with a white cane and dark glasses. Funny guy with a good sense of humor.
