Question
If I applied primer last month, can I lay the base coat now? Or do I have to reprime?

I would clean it up real well with wax and grease remover and lightly re-scuff,, then base to your hearts content..!!

just a note, if it was a PPG epoxy primer, either DP, DPLF or OMNI, you will have to scuff AND respray a coat of the primer, then base within the topcoat window

check the p sheets (product info sheets) Omni has a 3 day topcoat window and i think DP has a seven day window (@ 70 degrees)......Vinny

so is this a filler primer, primer sealer, or what. if it's a filler primer and you haven't blocksanded yet, better get to doing that first. if the blocking has been done and it's in a sealer, follow the other recommendations. cheers, SRP
