Engine Hesitation/Distributor Cap

At low rpm I am experiencing a slight hesitation when dumping the clutch, and even when cruising in 3rd/2000rpm/30mph. I pulled the dizzy cap off and notice that little black ball that "supposed" to stick out from where the coil wire connects. Would this be the culprit??

What cause that black ball to disintigrate and how do I prevent it from happening again?

This is a well known problem with aftermarket caps, like Mallory and MSD. There doesn't seem to be anything you can do to prevent it, just carry a spare for when it happens.
