"New" Registration Classification

Has anyone gone thru the new registration classification process in Texas yet? How did it go?

It went smooth, only took me about 15 minutes, but it will have to be classified as an assembled car for what ever year you complete it. The days of getting it titled as a 1965 are about over unless you find a tax office that isn't quite up on the regs. Even if you do it will probably be titled as the year you built it when Austin reviews the paperwork. I checked with them on mine to get it retitled as a 1965 and they were well aware of what it was and refused to change the year.

The OP is referring to the 2011 Texas Street Rod and Custom Vehicle Bill, according to which replicas will be titled in the year model that they resemble and will be exempt from emissions regulations.

Although the bill was supposed to be effective Sept 1 2011, the Texas DMV website says that implementation is delayed. I recently emailed them and was told that implementation should begin early in 2012. See below.

I have read the statements about the implementation being delayed until the inspection plan is created. Best of luck down there in TX. We got a SEMA bill passed in WA in April, effective Oct. 2011. It has been a battle to get implementation. Major roadblock was a DOL person that missed section allowing retitles. Cleared that up, but State Police inspectors are sceptical due to conflicting messages. After opposition from my local inspection station finally got an appointment with the Seattle inspectors this week. If I get thru I'll be the first retitle in WA. Hopefully TX bureaucrats aren't as bad as ours and you guys will have smooth sailing.

I just titled mine last month at the beginning of Dec.
The folks at the inspection station did not know of HB890 passing, but I brought a copy with me and showed it to him, so they signed it off as a '65. Same thing at the tax office.
Just got my title last week...sweet!

I got this followup reply today

"I checked on the status of this bill and we still do not have a final implementation date at this time.
I can tell you we're working on the forms and policies/procedures required to implement this program. We hope to have these Administrative Rules approved by the end of February. If this proposed timeline is met, implementation may not be far behind.

If you'd like, feel free to check back with me around end of March/beginning of April. If I here anything before then, I'll let you know.

Just got an update:

"Unfortunately we don't have an exact date. All we know at this time is we're plan to have the rules for this program finalized in March.

If/when they are, the counties will be notified to start processing these. I'd say it may be around April or so before we can start this, but that's just an estimate.

I'll keep you posted when the final notification is sent out."
