Branford, Guilford, Madison for schools.
Mom-in-law lives in Guilford.
Not sure of what houses cost there.
Madison is probably best of the towns around New Haven.
I do real estate in Cambridge, MA, and could hook you up with a good CT realtor if you need one.
We love the area bordering newhaven-ffld counties. Oxford, Soutbury are two of our favorite towns. I commute to Hartford each day. Can still get some land with privacy, easy commute to New Haven. Property taxes reasonable. Good luck on the move and welcome back.

Should consider Central Ct as well including Cheshire, Southington, Cromwell, Rocky Hill & Berlin. All have good schools and are 30 minutes or less commute to New Haven with good schools, etc. $500K should get you a pretty nice home too!
If you're going to work at Yale, you might consider West Haven (though I doubt if many would suggest it).
It's kind of a blue-collar town but, we have something like 7 miles of waterfront.
If the kids are in grammer school, they'll be fine. High School would be O.K. if they don't get in with the wrong crowd (like most places) but, my baby wasn't challenged as much as she needed to be, so, did her last 2 years at a very good local private school.
Again, a job at Yale would allow you to take a bus to work if you're so inclined.
Your budget could probably get a decent place ON the water but, be prepared to pay property tax over (a ridiculous) $20K per year - Yeah, it's tax deductible but......
PS: Comparable waterfront in any of the other towns (that have access) would probably be near 850K or more.
