My FFR car has been registered for about 8 years and I recently found out about the SEMA bill. So, I was hoping to update the registration to get the emissions waiver. So far the people I've spoken to at the MAC don't seem to know what is going on. I know, on the forums there was talk of a "grace period" where you would have to update the registration by 4/30/2012, however, that is not actually in the law.
"Specially constructed vehicles and replica vehicles, as defined and registered pursuant to said section 2H of said chapter 90, and registered on or before April 30, 2012, shall receive an emissions waiver certificate. Specially constructed vehicles and replica vehicles, as so defined, registered after April 30, 2012 shall be subject to emission control requirements based on the model year and configuration of the engine installed in the specially constructed or replica vehicle, whether the engine is an original equipment manufacturer’s production engine, rebuilt engine or crate engine. "
So, is there anyone who knows someone who would actually know what is going on and can help? Or has anyone gone through the process and know the correct procedure?

As I was completing my build this spring, I talked a good deal with the MAC center people. They are based out of NY (at least their phone center is). But if you can get the name and number of a local person (the phone center hooked me up with someone who called back within an hour or two) - you might be able to get more detailed advice. The person I dealt with was VERY GOOD and knowledgeable.
Of course, Joe Leone was intimate with the process. You could reach out to him as well. The best of luck to you. Please let us know how you make out.
I went through the process before the 30th deadline (barely) so I don't know what's been happening since.

Beat the MA emissions exemption by two days.
I now have an FFR graduate degree. Couldn't be happier.
thanks Whaler, I asked Joe and think he agreed that it should be exempt. I guess that doesn't mean the people at the registry have figured everything out though... In the law, there isn't a deadline, if the car was previously registered. The rmv may interprets the deadline as having to be re-register before 4/30, that doesn't mean it's actually what a law says. Seems like a pain in the butt to have to get a lawyer or something. Obviously the car was resisted and I've been paying my fees for 8 years. So, if the registry doesn't like they way they registered it, they should rectify it, not burn me, I'm just trying to do the right thing...
I would just amend your title and reg per the new rules/conventions and work the process. I bet you wont have any issues.
Do a search on MA registration and you'll find a lot of details/examples of how things need to be filled out.

I've found examples, but is the title and registration "new". Or is it amended as the old date. If the title and registration is "new" after the April 30th deadline, then maybe they could say I missed the deadline, because it is a new registration. This would be a technicality, due to their procedures. Right now I am not required to pass any emissions, so, making my car emissions legal would be expensive for me. Also, the MAC is telling me I will need all the receipts and so forth from the build and the donor car. I registered the car 8 flipping years ago, and thought once I had my VIN, all that was set and taken care of. I think the registry actually took the title from the donor and who knows where all the receipts are at this point. Seems pretty sleazy if that is the case.
It's not a new reg so you wont need your reciepts, etc.
It's an amended reg and title. Not a new one. All the MAC guys did was verify it was actually a kit car. Drove their, they came out, looked at it, and fixed the system to show my VIN as emissions exempt.
I went to the MAC center in West Springfield.

Call the MAC in WSpfld and speak with them about your situation.
