MA title Transfer Regs for COBRA KITCAR

As you may recall, when we got the Cobra I was going thru cancer. I have been in remission for almost 5 years. During that time the kids moved to NC and SC and we now have GRANDKIDS. Getting ready to sell the Cobra mother nature won't allow10 days of good weather to go see the Grandkids.
Rumor has it when selling, the new buyer in MA would have to go thru State Re-inspection to conform to 2012 emission standards....SEMA KITCAR regulations may not apply. Does any one have any information.

The car has 2,800 miles and we're listing it for $38,000. or BO.

If the car was registered prior to April 30, 2012, it is exempt. If not, it has to comply with the emissions standards that applied to the engine year.
