No. The PCV will run to the carb base plate; it has to have a vacuum source. The nipple gets installed onto the air cleaner base inside of where the filter rests. You run a hose from it to the breather so that the incoming crankcase air is filtered. Here's the engine I put together for a carb'd roadster that I built for a customer---note that hose running from the oil fill/breather cap to the air cleaner base:
