I just pulled the inner rubber hose out of the fill tube and mine fills fine w/ the tank vented to the atmosphere.

Thanks Wayne you kick ass. Hoping to start the car in a few weeks have put this off to long with adopting a kid and all just got lost in the garage but I need to finish lol.
