No, Rail mounted rockers have a center rail that all the rockers attach to to keep them aligned. There are several different ways to attach the rail to the head, depending on the manufacturer.
This is probably the most reliable system, but very expensive and a PIA to install the first time. Most engine builders use these on very high horsepower engines only with solid lifters and high spring pressures as studs and pedestals can break under constant high spring pressures like you would need with extreme lift cams.
